President Vladimir Putin has signed a decree establishing the "Russian Biological Industrial Company," a new scientific and production association designed to consolidate and advance the nation's veterinary biopharmaceutical sector. The entity will consolidate several of the nation's key regional biofactories into a single, integrated research and production platform.
The decree, dated March 30, 2026, creates a fully state-owned joint-stock company named Scientific and Production Association "Russian Biological Industrial Company" (AO "NPO 'Russian Biological Industrial Company'"). This strategic move is aimed at ensuring technological independence, bolstering national biosecurity, and stimulating investment in veterinary medicine. The new conglomerate's primary focus will be the development and production of veterinary vaccines and pharmaceuticals. Key priorities include: Production of drugs for particularly dangerous animal diseases to support national anti-epizootic measures. Conducting advanced R&D in veterinary science, biotechnology, and related fields, including the development and launch of novel biological products.
According to the Russian Ministry of Agriculture, this consolidation will bring together unique scientific competencies and modern production facilities. This synergy is expected to accelerate the development of cutting-edge solutions for the livestock industry, strengthen the domestic biopharmaceutical sector, and significantly enhance the technological foundation for animal health and food security in the country.
